Penny Yektaeian

Principal Lawyer

Penny’s passion for immigration and refugee law is deeply personal. At a young age, she was forcibly displaced from her home country, emigrating first to a third country with her mother and sister. When her father was refused a visa into that country, the three made their way to Canada. She still remembers reuniting with her father on a snowy street in downtown Toronto— a moment that shaped her enduring understanding of separation, resilience, the right to belong and Canada’s welcoming spirit.

She holds a B.A. in Philosophy from the University of Toronto, an M.A. in Philosophy, and an LL.B. from the University of Windsor. During her undergraduate studies, she volunteered at a refugee law clinic, where she discovered her calling in immigration and refugee advocacy.

After articling at a legal aid clinic specializing in immigration and refugee law, she transitioned into private practice, where she has spent over a decade guiding clients through complex immigration matters with empathy, strategic insight, and clarity.

She has served as an instructor in the Foundations of the Refugee Appeal Division specialization program at the College of Citizenship and Immigration Consultants and has mentored at Legal Aid Ontario. She also supervises paralegal students, committed to fostering practical, hands-on legal education.

Her approach is principled, human-centered, and fiercely committed to justice. She understands firsthand the fear and uncertainty of displacement— and is driven by a belief that everyone deserves the chance to write a new story.

Juan Chavez

Officer Manager

Juan brings a global perspective and strong leadership background to our team. He has extensive experience managing successful businesses, where he developed strong skills in operations and client service.

As Office Manager, he plays a key role in the day-to-day operations of the firm. Known for his exceptional client-focused approach, empathy, and patience, he ensures that every person who contacts the office receives professional, efficient, and attentive service from the very first interaction. Constantly in communication with clients by telephone, he approaches every challenge with patience and a focus on solutions, making sure clients feel well cared for.

Teresa Naves

Legal Assistant

Teresa brings a global outlook shaped by her international marketing degree and hands-on experience navigating diverse cultures. Pursuing her paralegal certification at Centennial College, she supports the legal team by managing casework, client communications, and administrative tasks under supervision. Calm and efficient under pressure, she is dedicated to helping clients navigate the immigration process with compassion.
