Penny’s passion for immigration and refugee law is deeply personal. At a young age, she was forcibly displaced from her home country, emigrating first to a third country with her mother and sister. When her father was refused a visa into that country, the three made their way to Canada. She still remembers reuniting with her father on a snowy street in downtown Toronto— a moment that shaped her enduring understanding of separation, resilience, the right to belong and Canada’s welcoming spirit.
She holds a B.A. in Philosophy from the University of Toronto, an M.A. in Philosophy, and an LL.B. from the University of Windsor. During her undergraduate studies, she volunteered at a refugee law clinic, where she discovered her calling in immigration and refugee advocacy.
After articling at a legal aid clinic specializing in immigration and refugee law, she transitioned into private practice, where she has spent over a decade guiding clients through complex immigration matters with empathy, strategic insight, and clarity.
